Problem with Hacienda

"..If you have a pending application for membership in another hacienda, you can't establish your own hacienda!"

This is what it tells me whenever I try to found a new hacienda.

The problem is I didn't send no aplication to another hacienda,EVER. And when u have a pending aplication and u wanna join a hacienda,doesn't it tell u that if u want to join this hacienda u must delete you previous submision HERE(or something like that). Well it doesn't tell mew that.
It simply tells me :

"Click on continue to apply for admission to this hacienda!" and nowhere to delete the previous aplication , and when I try to send my aplication simply refreshes the main page,no aplication was sent and moreover,the "Click on continue to apply for admission to this hacienda!" dissapears.

I don't know what to do.I am also a premium account,not for long but I wanna enjoy full advantage.
Please help me.
